CSO project focuses on building the capacity of local groups and institutions to advocate for and access quality services from the government. It particularly targets marginalized groups, such as women and persons with disability, ensuring sustainability beyond the project’s lifespan.
Organizational structures are established at the village, parish, sub-county, and district levels, fostering networking within specific geographical areas. The project is implemented in the sub-counties of Kigandalo, Bukabooli, and Busakira in Mayuge District, as well as Bulongo, Bukanga, and Bukooma sub-counties in Luuka District.

As a result of the project, communities have increasingly become aware of their rights and empowered to demand quality services from government officials. The project includes programs on budgeting and budget monitoring, with teachers trained in these areas. Seven institutions have participated in training, with a focus on monitoring corruption. Its goal is to ensure access to quality services and prevent mismanagement of government programs
